Binghamton Wastewater Management Study. Institutional Analysis Appendix.

Abstract

The purpose of this study is to analyze the existing institutional arrangements in Broome and Tioga Counties, New York for wastewater management in the Urban Study Area, and to assess their capability for implementing recommended technical plans. Only those existing institutions concerned with water supply and wastewater management in the Bicounty Area will be studied. Where shortcomings in the existing institutional arrangements are identified, the study will suggest ways in which the institutions can be modified, and will suggest new institutional arrangements to provide the needed direction. These suggestions are made to provide a minimum amount of disruption to the existing arrangements, while aiming for the achievement of public acceptance.
