Ending the Draft -- The Story of the All Volunteer Force

Abstract

This report contains a history of the All Volunteer Force. The decision-making process for moving to the All Volunteer Force is described and the factors which led to the elimination of the draft are analyzed. The impact of this major change in military manpower policy is assessed. A bibliography is included.
