Considerations on the Use of a CPAF Contract for the Engineering Development of the XM 712.

Abstract

The cost plus award fee contract is gaining favor in the weapons acquisition process, however it is not widely understood by many managers. This paper develops mere information on CPAF contracts than is in ASPR, discusses the planned procurement of full scale development of the XM 712 Cannon Launched Guided Projectile and proposes an award plan based on the information available.
