A General Technique for R and D Cost Forecasting

Abstract

A general model for R and D cost forecasting was developed based on an expenditure pattern analysis of twenty-one current weapon systems. This model which was validated on an additional twelve weapons systems, shows that R and D expenditures follow a certain, well-defined pattern, regardless of the type of system involved.
