MODIA. Volume 5. A User's Guide to the Cost Model.

Abstract

Fifth in a series describing Rand's MODIA planning system. MODIA, a Method of Designing Instructional Alternatives, is a system of people, computer programs and procedures that allows the rapid specification and simulation of courses of instruction during the early design phase. This report describes MODCOM, a FORTRAN-programmed computer cost model for estimating the investment and operating costs associated with alternative Air Force resident technical training courses. The five outputs produced by the MODIA cost model summarize graduates by student type; student and staff man-years; courseware, hardware, and facility characteristics and requirements; total course costs by functional element; and total course costs by program and appropriation.
