Acquisition Management of Peculiar Ground Support Equipment.

Abstract

The methods used by the Naval Air Systems Command (NAVAIR) in the acquisition of Peculiar Ground Support Equipment (PGSE) was the object of a study which reviewed policy, procedures and management techniques. Particular emphasis was placed on a review of the managerial innovations being employed by the F-18 project, e.g., funds control by the Assistant Project Manager for Logistics and phased support. The study made several observations as to the potential for success of the F-18 project's new methods. Additionally, the authors recommended several changes to the NAVAIR management structure for long-term improvement in PGSE acquisition, the most significant of which involves the transfer of the Ground Support Equipment Division (NAVAIR-534) to the Logistics/Fleet Support Group (NAVAIR-04).
