VP Force Resource Allocation.

Abstract

The Commander, Patrol Wings, Atlantic Fleet (CPWL) initiated a study to improve the methodology of allocating resources, flight hours in particular, to the units of his command. This document records the initial results of that study. A review was made of CPWL's mission priorities, resource availability and current data relating resource allocation to mission performance. Using extant budget and personnel records, plus the VP Data Base, statistical analyses were done to determine the correlation between resource allocations and performance indicators (PIs). A model was designed and documented to allocate resources on the basis of PI optimization using a steepest ascent algorithm. Sensitivity analyses were planned to aid in validation and subsequent refinements of the model. The scope of the study did not include detailed statistical analyses of the VP Data Base PIs relative to resource allocations. Future work was outlined to complete these analyses to refine the model.
