A Cost Effectiveness Analysis of the Naval Modular Automated Communications System (NAVMACS).

Abstract

This report presents an analysis of the Navy's Afloat Message Communications System, as it will be affected by the Naval Modular Automated Communications System (NAVMACS) Program. Our objective in this analysis has been to assess the impact that alternative decisions concerning the NAVMACS program and its implementation will have on communications costs and effectiveness.
