Comparative Studies of Organizational Factors in Military Maintenance

Abstract

This report describes a comparative analysis of organizational factors in maintenance. The research program objectives centered on the identification of organizational policies, practices and procedures that act as incentives, and/or disincentives for providing cost-effectiveness maintenance in the military. The approach was to: (1) survey organizational factors in maintenance; (2) compare U. S. military and U. S. civilian groups maintaining an equivalent high technology system; (3) organize and analyze field data to identify organizational factors that contribute to good and bad system performance; and (4) make specific recommendations and formulate guidelines based on the experimental and analytical results to improve maintenance system performance.
