Evaluation of Orthodox Job Enrichment (OJE) Results in AFLC.
Abstract
This report describes an Aircraft Division in a depot maintenance environment. Particular attention is devoted to identifying the extreme specialization, increased restrictions, and detailed job instructions that resulted in a highly structured environment. This in turn created a need for new approaches to increase worker productivity. This report examines the manner in which an independent analysis of one the pilot projects implemented at the Ogden Air Logistics Center, Air Force Logistics Commmand, attempted to increase productivity through implementation of Orthodox Job Enrichment (OJE) techniques. One of the pilot projects is examined in detail. Analysis shows that, because of other simultaneous changes in the environment during implementation of OJE, the observed increases in productivity may be attributed to factors other than OJE. The greater increase in productivity in the control crew versus that of the pilot crew, based upon actual number of manhours per aircraft and quality defects, provides additional evidence that OJE may not have been the primary cause of the observed increase. As a result, it is recommended that other approaches to productivity enhancement be objectively investigated.
