Improving the Inspection of USAF Research Organizations.
Abstract
The paper addresses the question of how the Inspector General of the Air Force Systems Command and his personnel can more effectively and usefully inspect and evaluate research organizations. Based upon an examination of pertinent regulations, directives and the open literature, and based upon interviews with knowledgeable personnel, the roles and missions of both the Air Force laboratories and the AFSC inspectors are analyzed. This analysis is then used to discuss where current practices should be modified in order to improve the meaningfulness of inspections of research organizations. Specific attention is given to the interface between the inspectors and the staff of the Director of Science and Technology. The final part of the paper deals with aspects of the laboratory-system mission which should weigh more heavily in the overall evaluation of a research organization than they do now. (Author)
