The Development of a Skill Qualification Test Manual and the Conduct of Test Development Workshops for the U.S. Army's Enlisted Personnel Management System.

Abstract

This report discusses the development of a skill qualification test manual for use in the U.S. Army's Enlisted Personnel Management System (EPMS). This manual, which was developed by utilizing the existing experience and information on performance tests, was used as the basic reference document in a series of test development workshops. The workshops were conducted for both supervisors and tests developers from 28 different Army agencies. During the workshops, the theory of hands on performance tests was presented which was followed by extensive practice in developing prototype performance tests. The result of this effort was that personnel attending the workshops returned to their own agencies with the basic knowledges and skills required for the development of performance tests during the EPMS program.
