Award Fee Contracting: Impact of Incongruent Goal Incentives.

Abstract

This report summarizes the award fee process and offers a hypothesis that award fees are a reflection of goals which involves a high degree of interaction between organizations. It can create boundary relation problems and conflict. There is a need to understand where the contractor is in his organizational development. This study indicates that FDO levels should be at a lower level but above program offices and that the fee period should be long enough to allow implementation of changes. Also the goals maybe should be long range and stated via levels. (Author)
