The Army Materiel Developer's Project Manager and the Combat Developer's System Manager: An Evaluation.

Abstract

This report describes the authority and responsibility of both the Project Manager (PM) and the TRADOC SYSTEM MANAGER (TSM) to determine how these two managers should interface and likely problems which can develop. The report concludes that the TSM concept is valid and if implemented in such a manner that the PM can still control his system, will improve the materiel acquisition process. The study concludes with a list of recommendations which can serve as areas for more detailed study and policy development. It is expected that this report can be useful to both the materiel and combat development communities. (Author)
