Review and Analysis of Technical Characteristics for the Definitization of Specifications for Families of Off-The-Shelf (OTS) Electronic Test Equipment (ETE).
Abstract
ARINC Research Corporation is under contract to definitize previously developed Off-the-Shelf (OTS) Electronic Test Equipment (ETE) Specifications by converting them into full Military Specifications. The specifications are then to be used by the U.S. Army Communications and Electronics Materiel Readiness Command (CERCOM) in competitive evaluation and procurement of OTS ETE to replace appropriate U.S. Army items of general purpose Test, Measurement, and Diagnostic Equipment (TMDE). This seven-month effort encompasses two basic contract tasks. This report presents the results of Subtasks 2A and 2B of Task 2; Task 1 was reported on in ARINC Publication Number 1076-01-1-1698, December 1977; Subtasks 2C, 2D, and 2E of Task 2 will be reported on separately. The objective of Subtask 2A was to encode and compile in four computer printouts all of the documented technical parameters required to describe the technical characteristics of those OTS ETE Specifications, commercial OTS ETE, and Army inventory TMDE included in the Task 2 TMDE families. As a result of the Subtask 2A efforts, the technical parameters for 9 OTS ETE Specifications, 42 OTS ETE, and 215 Army inventory TMDE were encoded. In Subtask 2B, each technical parameter encoded was reviewed and analyzed to determine the completeness of the OTS ETE Specifications. Appendixes A through J of this report document this process, including the rationale, conclusions, and recommendations applicable to each technical parameter, as well as a summary of the recommendations and the data sources.
