The Impacts of Vehicle Control Policies on the Short Run Costs of Carriers: State Street Transitway, a Case Study.
Abstract
This thesis investigates two vehicle control policies utilized to restrict delivery vehicles in the vicinity of downtown shopping malls. The two policies analyzed are complete vehicle prohibition from the mall, and time-restricted access to the mall by delivery vehicles. Under the time-restricted policy, delivery vehicles would be prohibited from entering the mall during the times of peak pedestrian and transit vehicle flow. The impacts of these policies which are of prime concern to carriers relate directly to the increased time necessary to perform a given number of deliveries as a result of these policies. This reduced productivity results in an increase in the short run costs of the carriers. The proposed mall/transitway for State Street in Chicago was selected as a case study. (Author)
