Methods for Evaluating Non-Market Impacts in Policy Decisions with Special Reference to Water Resources Development Projects.

Abstract

This working paper explores the as yet intractable problem of accounting for non-market impacts in policy decisions especially in the context of water resource development projects. In the first section, 19 methods are presented and critiqued in general terms. In the second section, the social impacts of water resource projects are reviewed and related to the 19 valuation methods. In the final section a number of critical issues involved in valuing non-market impacts are discussed.
