Abstract
The specific objectives of the research were as follows: Operationally define the management and analysis tasks and duties that must be performed in the preparation of an ADS Development Plan; Operationally define a procedural methodology for developing ADS objectives and associated measures of objective fulfillment; Develop specific methodologies needed to guide developers and decision makers for ADS systems so that the anticipated value of the proposed system can be assured and its total cost impact estimated and controlled; and Assist HQMC to translate the study results into procedures and policies.
