Analysis of Alternative COSAL Models,

Abstract

This study evaluates alternative COSAL (Coordinated Shipboard Allowance List) models and alternative SIM (Selected Item Management) rules for five test ships. The objective is to identify the impact on investment, ship workload, and effectiveness of changing COSAL range and depth rules and SIM depth rules. Although this study did not produce any single model that clearly outperformed the others, several models are worthwhile candidates for further analysis. These models are all cost sensitive and include the TRIDENT COSAL model and a modified FLSIP (Fleet Logistics Support Improvement Program) COSAL model with a cost variable range rule. Cost variable SIM rules which used an Economic Order Quantity and a fixed protection reorder point also appeared promising. However, the study identified several policy questions that must be resolved prior to further analysis. (Author)
