Reserve Compensation System Study Supporting Papers. Volume I. Basic and Special Pays.

Abstract

The purpose of this paper is to indicate the directions being pursued by the RCSS in designing alternative conceptual reserve compensation systems for consideration by the Steering Committee at its September meeting. Three Steering Committee meetings are scheduled during August to discuss the major elements of the reserve compensation system, namely, drill pay, differential pay, and retired pay, in preparation for the September meeting. It was decided that these meetings would not be for the purpose of arriving at decisions, but rather to permit discussions of alternatives in each of the above areas and the implications of various choices of alternatives. This paper does not discuss all of the compensation issues under consideration by the RCSS, but is limited to the major ones. Among the issues reserved for later discussion are the payment of Federal employees who are reserve members during annual training, the relationship of reserve pay to participation, and non-functional special pays.
