The Role of Security Assistance in Maintaining Access to Strategic Resources.

Abstract

This special report reviews the role of Security Assistance as an instrument of US foreign policy, and discusses the current trend toward a continued growth in international arms trade and a discernible shift from a military/ideological orientation to a greater emphasis on economic considerations. The implications of US dependence on foreign sources of oil, and the effect of this situation on Security Assistance planning and control, are addressed. An assessment is provided of the potential future use of Security Assistance in maintaining access to other strategic resources in key global regions. (Author)
