Abstract

This report deals with Soviet civil defense and traces the development of the Soviet civil defense organization from its origins to the present. It identifies the organizational structure of Soviet civil defense and examines the relationship of Soviet civil defense and other Soviet agencies. it also discusses the means and methods of protecting the Soviet population from the effects of nuclear weapons and examines the civil defense training program.
