Development of Rules and Methods for Defense-Wide Standardization of Military Manpower Accounting and Programming (MMAPS Project)

Abstract

Policies, procedures, and rules were developed for the Department of Defense which will direct and guide the Miltiary Services to program and account for military manpower in a consistent manner. The study provides a means of achieving uniform treatment of nonavailable manpower as portrayed in the Individuals accounts. The study effort had the overall objective of providing a standardized methodology to achieve cross-service consistency in applying nonavailable manpower; in computing manpower requirements; classifying strength in the Individuals category; and accounting for other areas of inconsistency. A draft of the Department of Defense Instruction which implements the proposed rules is included. The report also includes recommended changes to the DoD program element and resource identification code (RIC) definitions that apply to transients, personnel holding account, trainees, and students, as well as a new RIC for officer accession students.
