Report of Exploratory Tanker-Tug Maneuvering Tests of Tanker ARCO ANCHORAGE and Tug SEA SWIFT.

Abstract

On 25 July 1978, a series of exploratory tests outlined in this report were conducted in the waters of Port Valdez to explore the effectiveness of a tug in controlling the movement of a loaded tanker subject to the simultaneous loss of propulsive power and steering while under way. The two vessels participating were the 120,000 DWT tanker ARCO ANCHORAGE and the 5750 BHP tug SEA SWIFT. The ARCO ANCHORAGE was ballasted to 52'-6'', its summer load draft being 52'-9''. The SEA Swift operated at its normal draft of 17.3'. The ARCO ANCHORAGE was made available at no charge by the management of the Atlantic Richfield Company and the tug was hired through Crowley Maritime Corporation by the Coast Guard. Ship and tug data were recorded on board by Coast Guard enlisted personnel from the Valdez Marine Safety Office. Special radar range and bearing measurements were taken by Coast Guard personnel at the Valdez VTS center throughout the trials. Measurements of hawser forces were made by two load cells and instrumentation provided and supervised by personnel of the David W. Taylor Naval Ship Research and Development Center under contract to the Coast Guard.
