Abstract

This guide presents a systematic approach for Department of the Army field pricing support personnel (estimators, negotiators, price analysts auditors, etc.) to use in estimating hourly ownership and operating rates for construction equipment. The guide is intended for use in negotiated construction procurements which require an independent government estimate by regulation. (Author)
