A Prototype Procedure for Facility Design Reviews.

Abstract

This report covers the initial phase of a study to develop a prototype procedure for the review of the facility designs that will insure that the facility is fully functional when constructed. This report decribes who would be involved in the review process, the responsibilities that each party would bear, how the process activities should be ordered, and how major parties would conduct their portions of the review.
