The Suspension of Work Clause.

Abstract

Delays in the performance of Government contracts probably have accounted for more losses and a greater percentage of business failures among Government contractors than any other single complication that can arise in the field of Government procurement. This is particularly true in construction contracts. The purpose of this thesis is first to briefly examine the law relating to the Government's responsibility for delay which it causes; second, to trace development and ascertain the impact of the Suspension of Work clause which affects this responsibility. The impact of the Suspension of Work clause is on fixed-price construction contracts, advertised or negotiated, and consequently the examination is limited to this contract type.
