NATO Standardization and Technology Transfer. Volume 2. Main Report

Abstract

This study reviews current literature dealing with the problem of technology transfer; reassesses the importance of technology transfer to NATO standardization; evaluates lessons learned about technology transfer in the cases of Roland II, Sidewinder and Sparrow, and the F-16; and examines current US governmental policies, regulations, and procedures for controlling and releasing militarily significant technology. Conclusions and recommendations for US technology transfer policy affecting NATO standardization are presented.
