Manpower Planning for New Weapon Systems

Abstract

This study examines Department of Defense policy on manpower planning for new weapon systems and evaluates the implementation of that policy by the military services. A review of formal policies, procedures and organizational relationships is complemented by seven case studies of manpower planning during major system acquisition programs.
