National Service as an Alternative to the Draft.

Abstract

The author of this memorandum proposes a national service program that would encompass social and environmental aspects, proceedng from the base provided by a common initial training experience. He concludes that a universal system of national service would be the means to cope with the costs of restoring a decent urban society, reducing present defense personnel costs, and restoring the sense of obligation that is fundamental to the democratic concepts.
