Substitution Criteria and Policy for Major Items.

Abstract

The lack of adequate guidance and policy and, in some cases, conflicting guidance in the processing of major items that are used as substitutes for authorized items have created problems in the management of these items. This report investigates the existing condition and proposes alternate solutions. The primary recommendation is that a listing of authorized and viable substitutes by Line Item Number be compiled from input provided by Item Managers and that this information be documented in an Army publication. Concurrently, it is proposed that the Total Army Equipment Distribution Program (TAEDP) be used to investigate the impact of redistributing excess and substituted major items to decrease the total number of existing substitutes.
