Some Selected Issues in the Relationship of Profit and Investment in Defense Procurement

Abstract

This paper is devoted to a discussion of a few major issues concerning profit determination in defense procurement. This discussion is largely motivated by a change in DoD guidelines for profit determination and emphasizes the issues relating investment and risk to profit. Some alternatives are presented for possible resolutions of these issues.
