Crisis Warning: The Perception Behavior Interface.
Abstract
This report evaluates the current state of early warning procedures in State, Defense, and CIA for their ability to recognize crises. Emphasis is upon the perceptual ingredient of crisis recognition, the operational control of actions during the shift to crisis management and the impact of shifts in the international environment in which crises take place. Procedures of the Defense Department in all three areas were found in need of some adjustment. (Author)
