Chapter 2 presents the goal-oriented methodology adopted for the assessment of crisis outcomes. Chapters 3 and 4 present and elaborate on the ensembles of goals identified and assessed for the United States and the Soviet Union. Chapter 5 outlines the remainder of the project, with emphasis on future analyses and the development of an Executive Aid to allow decision-makers to have ready access to the data developed in this research. Chapter 6 briefly introduces and outlines the U.S. and Soviet codebooks presented in the appendices. Appendices A and B provide a codebook for the assessment of U.S. and Soviet crisis outcomes.
