Analyses of the Soviet, Chinese, and U.S. Crisis Management Experiences

Abstract

This Interim Technical Report presents the methodology employed to identify and assess the outcomes of recent Soviet and U.S. crises (1966-1978). Chapter 1 presents an overview of the DARPA Crisis Management Program into which this research effort fits and shows its relations with other crisis management projects being conducted by CACI for DARPA. Chapter 2 presents the goal-oriented methodology adopted for the assessment of crisis outcomes. Chapters 3 and 4 present and elaborate on the ensembles of goals identified and assessed for the United States and the Soviet Union. Chapter 5 outlines the remainder of the project, with emphasis on future analyses and the development of an Executive Aid to allow decision-makers to have ready access to the data developed in this research. Chapter 6 briefly introduces and outlines the U.S. and Soviet codebooks presented in the appendices. Appendices A and B provide a codebook for the assessment of U.S. and Soviet crisis outcomes.
