A Study Directed at Recommendations for the Improvement of the NOAA corps Fitness Report System

Abstract

In order to formulate recommendations for improvement of the NOAA corps Fitness Report System, the problem is attacked from three directions: (1) a study of industrial performance appraisal; (2) a study of appraisal; (2) a study of appraisal methods in the six larger uniformed services of the United States; and (3) a study of the attitudes of NOAA Corps officers regarding the present NOAA Corps Fitness Report System. After assimilating and categorizing the information obtained from the above three areas, it is concluded that the NOAA Corps must redesign its appraisal system to better encompass both evaluative appraisal needs (past performance oriented) and development appraisal needs (future performance oriented).
