Feasibility Study on a Canadian Civil SAR Plan for Search and Rescue Duties,

Abstract

The ability and willingness of the civil sector to assist the military in carrying out its statutory search and rescue (SAR) role is studied. Results are presented of a questionnaire to determine the available resources and general attitude. Existing civilian SAR groups are assessed to determine strengths and weaknesses of each type of organization. The role of federal and provincial government departments is explained. Recommendations include the development of a national volunteer SAR organization, which can be implemented in stages. (Author)
