National Dam Safety Program. New Rochelle Reservoir Number 3 Dam, Hutchinson River Basin, Westchester County, New York. Phase 1 Inspection Report,

Abstract

This report provides information and analysis on the physical condition of the dam as the report date. Information and analysis are based on visual inspection of the dam by the performing organization. New Rochelle Reservoir No. 3 did not reveal any conditions which pose an immediate threat to life or property. Additional studies are recommended. It has been determined that the embankment would be overtopped for all storms exceeding 35% of the PMF. Significantly dangerous water surface levels could be reached downstream of the dam if the embankment is completely breached. Consequently, the dam is assessed as unsafe, non-emergency (SEE REPORT ASSESSMENT). An emergency operation plan, warning system, and surveillance should be implemented as remedial measures are completed. Minor deficiencies exist. (Author)
