Analysis of the U.S. and Soviet Crisis Management Experiences

Abstract

This final technical report analyzes U.S. and Soviet crisis outcomes over the period 1966-1978. Crisis outcomes are defined in terms of the achievement (or nonachievement) of goals by the two superpowers during crises. Goals are identified from primary source materials, U.S. and Soviet. This study presents the first systematic performance assessment of the recent crisis management behaviors of the two superpowers.
