National Dam Safety Program. Phoenix Dam-Lock 1 (Inventory Number NY 773), Oswego County, New York. Phase I Inspection Report,

Abstract

Examination of available documents and a visual inspection of the dam did not reveal conditions which constitute an immediate hazard to human life or property. However, additional studies should be undertaken to further evaluate conditions affecting the dam. These include: (1) within one year of notification, complete the following investigations -- additional stability analysis on the dam, since the resultant force for the ice loading condition falls outside the middle third of the base of the dam, including borings to supply data determining uplift pressure, investigation of the structural condition of the tainter gate system or initiating action to replace it, and evaluation of the effects of overtopping and assessment of the dam failure potential at the abutments and flooding due to the 1/2 PMF; and (2) the remaining deficiencies requiring remedial work should be completed within the next construction season.
