Space Transportation System Western Launch Site Construction Management Information System - A Case Study.

Abstract

The Corps of Engineers Management Information System (COEMIS) is used by the Corps of Engineers in their role as Construction Agents on Air Force projects built under the Military Construction Program. This research investigates the ability of COEMIS to meet Air Force informational needs by examining the construction management effort in progress on the Western Launch Site Space Transportation System Facilities at Vandenberg Air Force Base, California. The research concluded that the Corps of Engineers Management Information System can be an effective, efficient management tool which has the capability to meet Air Force needs provided: (1) implementation of real time computer interfaces, (2) Air Force participation in COEMIS, and (3) establishment of a split data base. The results of this study should be applicable to all major Air Force construction projects managed by the Army Corps of Engineers. (Author)
