Indian Ocean NALT: An Exercise in the Revision of U.S. Foreign Policy.

Abstract

The initiation of Naval Arms Limitation Talks (NALT) with the Soviet Union in June 1977 was significant because it represented a clear departure in U.S. foreign policy for the Indian Ocean. Reviewing the events that led to the Indian Ocean NALT, this study analyzes NALT by identifying the rationale for the apparent shift in US Indian Ocean policy and examining certain issues that may have confronted the US and the USSR during their negotiations.
