Abstract

Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Rocky Glen Dam is judged to be unsafe, nonemergency, because the spillway capacity is rated as seriously inadequate. The existing spillway can pass only 7 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. Because a portion of the masonry gravity dam is founded on earth and there are no erosion protection measures at the toe, it is assumed that the dam could not withstand the depth and duration of overtopping that would occur for the PMF or the 1/2 PMF. Failure of the dam would cause an increased hazard to loss of life downstream. As a whole, the dam is judged to be in fair condition. Stability studies performed as part of this report indicate that the dam does not have any significant deviations from the Office of the Chief of Engineers (OCE) guidelines for stability. Maintenance at the dam and operating facilities is inadequate. There is no program for regular inspection of the dam.
