Measures of Effectiveness for Shipboard Nuclear Weapons Physical Security Systems.

Abstract

This report provides an analysis of the shipboard nuclear weapon physical security problem and develops a framwork of measures of effectiveness (MOE) which can be used to objectively assess, evaluate, and compare the performance and effectiveness of physical security systems for shipboard nuclear weapons. Topics covered include: Identification of measurable security system operational characteristics; Definition of functional measures of effectiveness; Methods for determining functional MOE values; and Integration of functional MOEs into combined MOE expressions for evaluation of total SNWS systems.
