Mental Rejects: The Problem, Past History and Some Justifications for a Research Program.

Abstract

This report reviews some sociological and background characteristics of the 'mental reject' population of potential Army personnel, and describes some earlier Federal and military literacy training programs, including those of the Civilian Conservation Corps (CCC) and World War II Army and Navy efforts.
