Emergency Response Communications Program.

Abstract

This report establishes a need and the salient characteristics for an emergency response communications system. It sets down broad policy and technical requirements of the required system; however, it does not give a detailed cost analysis. The working group met with state, local and Federal agencies with the goal of collecting the users' requirements, and generating a preliminary system design to meet the requirements. To determine with confidence the cost and benefits of an emergency response communications system, it is necessary to establish a detailed system design based on validated requirements. This is clearly beyond the charter of the ad hoc working group and programmatically premature. Clearly the working group of the committee has established the need and the characteristics of an emergency response communications system; examined the overall emergency cost of situations to which such a system would respond; and shown that recent government policies and directives provide a mechanism under which this program can be initiated.
