A Test program to Determine the Feasibility of Installing Utility Meters in Military Family Housing, Developing Energy Ceilings, and Operating a Penalty Billing System for Occupants who Overconsume Energy. Volume I.
Abstract
This executive summary presents an overview of the metering test; estimated costs of implementation; and potential impacts of the directed metering program, as well as several alternatives developed during the test. The results of the metering test suggest that the legislation as now written should not be implemented. While retrofitting existing housing for metering and billing occupants is feasible, though extremely costly, the norm for determining appropriate energy allowances is not sufficiently accurate to bill individuals. The Department of Defense has concluded, based on results of tests, that the best approach to energy conservation in family housing is a combination of continuing aggressive consumer education coupled with increased emphasis on energy conservation facility improvement.
