Pricing and Cost Allocation for AUTOVON

Abstract

The study analyzes the current rate structure of AUTOVON and the way in which costs are allocated among users as defined in broad categories. It makes recommendations about ways in which cost allocation might be improved, examines the problem of congestion under the current rate structure, and the effects on cost allocation and subscriber behavior of adopting a price scheme based on usage. A methodology is developed for calculating appropriate usage charges relative to distance and holding time.
