Abstract

This thesis presents an overview of the budgeting process including the planning, programming, and budgeting (PPB) phases in both the U.S. Navy and the Turkish Navy. It provides the information necessary for a basic understanding of PPB functions and their components or phases, management structures and procedures, and the major legislation and regulations involved in the budgeting process. It also provides a comparative discussion of the problem encountered in the budgeting process by both Navies and recommends general solutions for these problems. (Author)
