An Evaluation of a Computerized C3 Decision Aid.

Abstract

A C3 system includes the data gathering (or intelligence) process, the decision making process, and the operating forces required to achieve a particular mission. Unfortunately, the majority of the resources spent in the improvement of these systems are expended in either providing better data gathering, failsafe communications, or better weapon systems. Little thought is given to how the decision maker processes the data in order to make effective decisions. Several computerized decision aids have been suggested to fill this gap. One of these aids, Operations and Intelligence (OPINT) is evaluated to assess its utility as a computerized decision aid in C3 applications. OPINT is an on-line, interactive, real-time decision aid which assists decision makers by prescribing a straightforward normative procedure for organizing and analyzing difficult decision problems. The results of the experiment show that POINT aids in the decision making process, but has some severe limitations as it currently exists. (Author)
