Abstract

The visual inspection, operational history, and hydrologic/hydraulic analysis indicate that the facility is in good condition. The size classification of the facility is intermediate and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is considered to be the PMF (Probable Maximum Flood). Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store about 52 percent of the PMF prior to dam overtopping. Thus, based on criteria contained in the recommended guidelines, the spillway is considered inadequate, but not seriously inadequate. Deficiencies noted by the inspection team include: (a) an inoperable blowoff conduit, (b) concrete deterioration over much of the exposed surfaces of the dam, (c) lack of formal operations and maintenance manuals, and (d) no formal warning system in effect.
